President Ford is right: Impeachment is whatever Congress says it's!
Our founding fathers were clever. They believed it'd be folly when detailing in Article II, Section 4, of the Structure the causes for impeachment of the president among others to become too particular. They reported simply "treason, bribery and other misdemeanors and high crimes."
